Paralepa is the kite beach for the seaside town of Haapsalu, a relaxed western-Estonian spot that suits freeriders and progressing riders rather than wave hunters. It comes alive on northerly winds across the N, NE and NW band, which blow cleanly onto the shallow bay; the water sits flat to lightly chopped, with knee-to-waist depth stretching well out from shore. That broad, gently shelving sandy beach gives plenty of room to lay out and launch, backed by grassy parkland and changing facilities, though the open layout means little wind shelter. It rarely feels crowded outside summer weekends, when local windsurfers and a handful of kiters share the bay. The main cautions are scattered rocks and the persistent shallows, so keep an eye on your fins and downwind line. Best ridden through the warmer May-to-September stretch.
